الملخص

هدفت الدراسة البحث في أثر القوة الناعمة على السياسة الخارجية للمملكة العربية السعودية (2015-2025)، تم استخدام المنهج الوصفي التحليلي ومنهج صنع القرار، تظهر مشكلة الدراسة في مدى قدرة المملكة العربية السعودية على تبني مفهوم القوة الناعمة في خضم التداعيات والصراعات والنزاعات السائدة في العالم، وكثرة التناقضات في المواقف السياسية للدول، وعدم رضوخ الأطراف والفواعل الدولية في تبني سياسة خارجية واضحة يمكن الاستناد عليها في بناء علاقات واتخاذ مواقف في العلاقات الدولية بين الدول وقد أجابت الدراسة عن السؤال المحوري: ما أثر القوة الناعمة على السياسة الخارجية للمملكة العربية السعودية (2015-2025)؟، وقد توصلت الدراسة لعدد من النتائج كان من أبرزها: يشكل المحدد العسكري أحد الأعمدة الجوهرية للسياسة الخارجية، ليس فقط كانعكاس للقدرات الدفاعية والهجومية، بل كأداة استراتيجية لتحقيق التوازن مع القوى الإقليمية والدولية. ويمنح المحدد الاقتصادي المملكة القدرة على ممارسة سياسة خارجية مستقلة وفعّالة، ويُعتبر ركيزة أساسية لدعم القوة الناعمة وإبراز نفوذها الدولي، وتمثل الدبلوماسية العامة والمبادرات الإنسانية أدوات حديثة لبناء صورة إيجابية عن المملكة، من خلال الإعلام، الثقافة، التعليم، والمساعدات الإنسانية، ما يعزز النفوذ السعودي ويخلق تحالفات استراتيجية طويلة الأمد. وكان من أبرز التوصيات: تعزيز الاستفادة من الموقع الجغرافي من خلال تطوير سياسات اقتصادية ودبلوماسية مستندة إلى الموقع الاستراتيجي للمملكة لتعزيز النفوذ الإقليمي والدولي، بما يشمل إقامة شراكات إقليمية ودولية مستدامة، وتطوير القدرات العسكرية والربط مع القوة الناعمة وذلك من خلال استمرار تحديث القوة العسكرية وربطها بأدوات القوة الناعمة، لتعزيز التوازن الإقليمي والدولي وتحقيق أهداف الاستقرار والأمن.

Abstract

The study aimed to investigate the impact of soft power on the foreign policy of the Kingdom of Saudi Arabia (2015-2025). The descriptive analytical method and the decision-making method were used. The problem of the study appears in the extent of the Kingdom of Saudi Arabia’s ability to adopt the concept of soft power amidst the repercussions, conflicts and disputes prevailing in the world, the many contradictions in the political positions of countries, and the failure of international parties and actors to adopt a clear foreign policy that can be relied upon in building relationships and taking positions in international relations between countries. The study answered the central question: What is the impact of soft power on the foreign policy of the Kingdom of Saudi Arabia (2015-2025)? The study reached a number of results, the most prominent of which was: The military determinant constitutes one of the essential pillars of foreign policy, not only as a reflection of defensive and offensive capabilities, but as a strategic tool to achieve balance with regional and international powers. The economic determinant empowers the Kingdom to pursue an independent and effective foreign policy. It is a fundamental pillar for bolstering soft power and projecting its international influence. Public diplomacy and humanitarian initiatives serve as modern tools for building a positive image of the Kingdom through media, culture, education, and humanitarian aid. This strengthens Saudi influence and fosters long-term strategic alliances. Among the most prominent recommendations were: maximizing the benefits of its geographic location by developing economic and diplomatic policies grounded in the Kingdom’s strategic position to enhance regional and international influence. This includes establishing sustainable regional and international partnerships and developing military capabilities in conjunction with soft power. This involves continuously modernizing the military and linking it to soft power tools to promote regional and international balance and achieve stability and security objectives.
