• تُعنى المجلة في الأبحاث والدراسات القانونية في مجال القانون الدولي بمختلف فروعه ومجالاته ، تصدر بالتعاون مع مخبر الدراسات القانونية و مسؤولية المهنيين – جامعة طاهري محمد ببشار- الجزائر..تصدر بشكل دوري  ولها هيئة علمية دولية فاعلة تشرف على عملها وتشمل مجموعة كبيرة لأفضل الاكاديميين من عدة دول ، حيث تشرف على تحكيم الأبحاث الواردة إلى المجلة . وتستند المجلة  إلى ميثاق أخلاقي لقواعد النشر فيها، و إلى لائحة داخلية تنظّم عمل التحكيم ، كما تعتمد  في انتقاء محتويات أعدادها المواصفات الشكلية والموضوعية للمجلات الدولية المحكّمة.

Résumé 

 La sécurité est une valeur nécessaire de l’existence humaine, elle est encore un droit individuel fondamental et l’une des conditions de l’exercice des libertés individuelles et collectives. La communauté internationale a le devoir d’assurer la sécurité en veillant,  à la défense des institutions,  des intérêts nationaux, au respect des lois, au maintien de la paix et de l’ordre public, à la protection des personnes et des biens. La sécurité à tout être humain est une obligation fondamentale des Etats et des institutions internationales. Au niveau normatif, La communauté internationale a déclaré  le droit à la sécurité un droit individuel et fondamental , dans plusieurs textes et conventions internationaux, principalement dans la charte des Nations Unies (la déclaration universelle des droits de l’homme de 1948 et les pactes internationaux de 1966 relatives aux droits civils et politiques, aux droits économiques sociaux et culturels),  autrement dans certains conventions comme la convention européenne de sauvegarde des droits de l’homme de 1950…etc. Au niveau institutionnel, la communauté internationale a mis des mécanismes  multiples, pour la mise en œuvre effective de la notion da sécurité. Cette protection est garantie par les instruments des Nations Unies relatifs à la paix et à la sécurité internationale(SDN),la protection de la sécurité au nom de la sécurité humaine par le droit international des droits de l’homme et la répression  pénale par les juridictions internationales.

International protection of the concept to security

Abstract

Security is a necessary value of human existence, it is still a fundamental individual right and of the conditions for the exercise of individual freedoms and collective. The international community has the duty to ensure security by ensuring, defense of institutions, national interests, and law enforcement, peacekeeping and of public order, the protection of persons and property. Security for all human beings is a fundamental obligation of States and international institutions. At the normative level, the international community has declared the right to security a individual and fundamental, in several international texts and conventions, mainly in the United Nations charter (the Universal Declaration of Human Rights in 1948, and the international covenants of 1966 relating to civil and political rights, economic, social and cultural rights), otherwise in certain conventions such as the 1950 European convention for the protection of Human Rights…etc. At the institutional level, the international community has established multiple mechanisms to the effective implementation of the concept of security. This protection is guaranteed by United Nations instruments relating to international peace and security (the League of Nations), the protection of security in the name of human security through international human rights law, and criminal repression by international courts.
