ملخص :

تشير مختلف الدراسات إلى أن بعض الأقليات الموجودة في العالم اليوم تشعر بأنها متميزة عرقيا أو دينيا أو ثقافيا عن بقية المجتمع الذي تتواجد فيه، إذ تعتقد أن لها مطالب تجاه الأغلبية، وهذه المطالب ترتبط ارتباطا وثيقا بمكانة الأقلية في هذا المجتمع، مثل المحافظة على هويتها أو حقوقها السياسية، أو المطالبة بالاندماج مع الأغلبية أو الحكم الذاتي عنها أو الاستقلال التام. فهي ليست بالضرورة نفس المطالب لجميع الأقليات في مختلف البلدان، وإن كان يغلب عليها التقارب انطلاقا من تشابه الأوضاع في الدول المختلفة التي تحويها.

ومن خلال مطالب الأقليات، قد يتم التعدي على هوية الوطن السياسية وحدوده الجغرافية؛ /ما يؤدي أحيانا إلى مطالب الانفصال والاستقلال عن الدولة، لذلك تطرح قضية الأقليات كواحدة من المسائل التي تُستخدم لتقويض الأمن القومي للدول، خاصة عندما تستخدم كورقة ضغط للتدخل في الشؤون الداخلية.

سنتحدث في هذه الدراسة عن الأطر النظرية لتحليل وتفسير حركية الأقليات ومطالبها في المجتمعات التي تحتوي وتضم الأقليات، ومن ثم سنتناول طرق معالجة هذه المطالب.

Abstract

Various studies indicate that some minorities in the world today feel that they are ethnically, religiously, or culturally distinct from the rest of the society in which they exist, as they believe that they have demands towards the majority, and these demands are closely related to the position of the minority in this society, such as preserving its identity or Its political rights, or the demand for integration with the majority, autonomy from it, or complete independence. They are not necessarily the same demands for all minorities in different countries, although they tend to be close based on the similarity of the conditions in the different countries that contain them.

Through the demands of minorities, the nation’s political identity and geographical borders may be infringed; Which sometimes leads to demands for separation and independence from the state, so the issue of minorities is raised as one of the issues that is used to undermine the national security of countries, especially when it is used as a pressure card to interfere in internal affairs.

In this study, we will talk about the theoretical frameworks for analyzing and interpreting the movement of minorities and their demands in societies that contain and include minorities, and then we will discuss ways to address these demands.
