ملخص:

يقدم هذا المقال دراسة مختصرة لظاهرة الدروس الخصوصية في تونس التي لا تزال تنمو وتتوسع. ويجد النص ترابطا بين أزمة التعليم سواء في القطاع الخاص أو العمومي وتنامي قطاع الدروس الخصوصية.  اعتمادا على تعريف دومينيك جلاسمان   للظاهرة يعمد البحث إلى مساءلة المعالجة السياسية لمسألة الدروس الخصوصية التي انعكست في الأمر الحكومي عدد 2015-1619 المؤرخ في 30 أكتوبر 2015 المتعلق بتحديد شروط ممارسة هذا النشاط.  وقد توصلت الدراسة إلى أن   هذا المرسوم قد أدى إلى استفحال الظاهرة واتساعها وهو ما زاد في تعميق الفوارق التعليمية وتهديد التنوع الاجتماعي داخل المؤسسات التربوية

Abstract

This article attempts to analyze, briefly, the phenomenon of private lessons in Tunisia, which continues to expand and to threaten the principle of free education in public establishments. The main idea that motivates this short work is the existence of a close relationship between the crisis of the educational system and the development of an underground sector of private lessons.  This text, by adopting Dominique Glasman’s definition of private lessons, calls into question the political treatment of the phenomenon expressed in government decree no. 2015-1619 of October 30, 2015 specifying the conditions for the practice of private lessons. The research concludes that this decree accelerated the development of this private tutoring sector, the accentuation of educational inequalities and the deterioration of social diversity within public schools

Les cours particuliers ou l’école parallèle en Tunisie

Résumé

Cet article essaie d’analyser, brièvement, le phénomène des cours particuliers en Tunisie, qui ne cesse de s’élargir et continue à menacer le principe de gratuité de l’enseignement dans les établissements publics. L’idée principale qui mobilise ce court travail est l’existence d’une relation étroite entre la crise du système éducatif et l’épanouissement d’un secteur sous terrain des cours particuliers.  Ce texte, en adoptant la définition élaborée par Dominique Glasman des cours particuliers, met en question le traitement politique du phénomène   exprimé dans le décret gouvernemental n° 2015-1619 du 30 octobre 2015 précisant les conditions de la pratique des cours particuliers. La recherche conclut que ce décret a accéléré l’épanouissement   de ce secteur des cours particuliers, l’accentuation des inégalités scolaires et la dégradation de la   mixité sociale à l’intérieur des établissements scolaires publics.
