تتطرق أطروحة  “تثمين الموارد  بالحدود الجنوبية الشرقية: حالة واحة فكيك ”  الى إشكالية التنمية المجالية و الترابية في واحة فجيج، في علاقاتها بالتنمية بالمناطق الحدودية. غاية الاطروحة المساهمة نظرياًفي تنمية هذا المجال الهامش-الهامش، من أجل تكثيف الجهود بين الدولة والمؤسسات والمجتمع المدني وفق خطة تشاركية منسجمة و مندمجة.

قامت إشكالية هذه الأطروحة على مسح كلي للمظاهر الطبيعية و التحولات المجالية و السوسيو- ثقافية بواحة فجيج في علاقاتها بالتنمية المستدامة، التي انجبت الوجه الجديد لواحة فجيج.  في افق إمكانية وضع تصور لنموذج تنموي يتأسس على التخطيط من الأسفل أو من عمق القاع الاجتماعي لاقتراح أنماط انتاج خارج المألوفلأنه في الغالب ننسى الكيان الذي هو في الأصل موجود، ويفرض التعامل معه وليس مع صورته المستقبلية.لتبقى واحة فجيج مما هي عليه وليس مما نريدها ان تكون عليه،

خلصت هذه الدراسة الى النتائج التالية:

• تقتضي نقطة البدء إعادة ترتيب البيت من الداخل…حيث ان التنمية الإنسانية من خلال تحقيق رفاهية و حماية الافراد و حماية حياتهم اليومية و الوقاية من التغيرات المفاجئة و المضرة على أساليب حياتهم هو بمثابة الدرع الذي يحمي أقاليم الدولة من الاعتداء الخارجي…
• تخليص الافراد من الفقر والحرمان ومن أشكال الظلم الاجتماعي بالحصول على نصيب عادل من الثروات؛لأن أي نمو يحققه المجتمع، يساهم في تضييق الفوارق بين الطبقات.
• إعادة توزيع السلطة في المجتمع بما يحقق نقل سلطة اتخاد القرارات الى الطبقات صاحبة المصلحة في هذا النوع من التنمية.الأمر هنا يتعلق بمؤسسة الجماعة المفتقرة للسلطة.
• تحسين نوعية عيش الافراد من دون الانتقاص من حقوق الأجيال القادمة في تامين ما يكفي من الموارد الطبيعية لتحقيق مستوى عيش لائق وصيانة حقهم في العيش في بيئة نظيفة من دون إرهاقهم بأعباء ديون لم يشاركوا في اتخاد قرارات اقتراضها.
• ترسيخ قيم العدالة الاجتماعية وذلك الشعوربالإنصافو التكافل و التضامن الاجتماعي و الذي هو في الأصل من القيم الموجودة على هرم القيم الاجتماعية بواحة فجيج…

توصي الدراسة بما يلي:

• جعل التراث المادي واللامادي رافعة للتنمية بواحة فجيج من خلال الإبقاء على الخصوصيات المعمارية للبناء التقليدي لما له من ابعاد بيئية وسياحية في مجال التنمية المستدامة.
• الحفاظ على علافة الانسان بالأرض من خلال التشجيع على استصلاح الأراضي وإيجاد أنماط جديدة بالنسبة للإنتاج الفلاحي بحكم ما يهدد النخيل من وباء البيوض، ويتعلق الامر بالنباتات العطرية والطبية باستثمار عائدات المهاجرين…
• تفعيل السياحة البيئية والصحراوية كمشاريعوبدائل حقيقية للتنمية من خلال الحفاظ و تثمين الموارد الترابية بنظرة اجتماعية و ثقافية و إحياء ما تم نسيانه.
• رقمنة التراث الثقافي وتطوير خزانات الرقمية و الزيارات الافتراضية لمتاحف و تشجيع الابداع على مستوى التسويق السياحي للتراث من خلال مبادرات جهوية و محلية.

Abstract

This thesis, entitled ” Resource valorization on the southeastern border: the case of Figuig Oasis “, attempts to examine the spatial and territorial development of the Figuig oasis in relation to the development of border areas. Its aim is to help shed light on some of the paths leading to the development of these marginalized areas, and to intensify efforts between the State, institutions and civil society, as part of a participatory, coherent and integrated approach.

Ourapproachinthisthesisisbasedessentiallyonafieldsurveycoveringmostofthenatural phenomena,aswellasthetransformationsthatthespaceandsocioculturalaspectsofthe Figuig Oasis have undergone. We did this without forgetting to define the types of relationship that all this might have with sustainable development, which has given rise to the new face of the Figuig Oasis. Our main aim was to open up a horizon of possibility for drawing up a development model based on Planning that takes the ‘bottom’, or even the deepestlevelofthesocial, asitsstarting point,withaviewtoproposing productionmodels that complete a break with those that are familiar today. Because we have often forgotten the social body in place, which demands that we make the most of it as it is, and not try to imposerecipesfromtheoutside,whichoftenleadtoonlyonething:pushingtheFiguigoasis to become disfigured if not degenerate

Theresultsofthisstudyareasfollows:

• The starting point is to redesign the house from the inside out… because human development depends on the well-being and protection of individuals, protecting their daily lives and preventing sudden changes. Ensuring that their way of life endures is like a shield that protects the country’s territories from external aggression…
• To free people from poverty and deprivation, and all forms of social injustice, by obtaining a fair share of wealth. Because any growth achieved by society helps to reduce class differences.

• Improve people’s quality of life without undermining the rights of future generations to sufficient natural resources to achieve a decent standard of living. And to protect theirrightstoliveinacleanenvironmentwithoutburdeningthemwithdebtsthatthey had no part in deciding to borrow against.
• Rootingthevaluesofsocialjustice,equityandsocialsolidarity,whicharealreadyat the top of the pyramid of social values in the Figuig Oasis…

Thestudyrecommendsthe following:

• Make the tangible and intangible heritage a lever for the development of the Figuig Oasis. At the same time, preserving the special architectural features of traditional dwellings because of their environmental and tourist dimensions in the context of sustainable development.
