Abstract:
The report of the course of accounts on The compensation system in Morocco: Diagnosis and reform proposals of 2014, revealed that the measures taken by the government in 2013 and 2014 to reduce the Fund’s liabilities had not yielded positive results. Because of the depth and unity of the contradictions between the forces of production and the relations of production. The Clearinghouse is so far only a mechanism or a mask that hides these contradictions, The unfinished reform of the Compensation case (CDC) is symptomatic of the procrastination, not to say the lack of courage, shown by our political and administrative elites. The same could be said of the pension reform, which has begun but has not yet been completed.
Résumé:
Le rapport du cours des comptes sur Le système de compensation au Maroc: Diagnostic et propositions de réforme de 2014 a révélé que les mesures prises par le gouvernement en 2013 et 2014 pour réduire les passifs du caisse de compensation n’avaient pas donné de résultats positifs. Notre pays en raison de la profondeur du processus de contradictions et de l’unité entre les forces de production et les rapports de production, la caisse de compensation n’est jusqu’à présent qu’un mécanisme ou un masque qui cache ces contradictions, La réforme inachevée de la Caisse de compensation (CDC) est symptomatique de la procrastination, pour ne pas dire du manque de courage, dont font preuve nos élites politiques et administratives. On pourrait en dire tout autant de la réforme des retraites, entamée, mais toujours pas menée à son terme.
