الملخص :

هدفت الدراسة إلى التعرف على عملية تطبيق التخطيط الاستراتيجي في الوزارات الفلسطينية وأثره على التميز القيادي لديها، ولقد استخدمت الدراسة المنهج الوصفي التحليلي، وتم اختيار عينة عشوائية طبقية قوامها (330) وقد تم استرداد (299) استبانة بنسبة (90.6%).

وتم استخدام برنامج التحليل الإحصائي (SPSS) لتحليل البيانات واختبار الفرضيات، وقد خلصت الدراسة إلى مجموعة من النتائج أهمها:

أظهرت النتائج أن الوزارة تستخدم أنظمة معلومات تتلاءم مع نظام العمل في الحكومة وأن أنظمة المعلومات المستخدمة في الوزارة تساعد في إنجاز العمل المطلوب.

كشفت الدراسة أن الوزارة تعتمد في الاتصال والتواصل على مبدأ التنسيق مع الإدارات العامة ذات العلاقة عند وضع الخطط الاستراتيجية، وبينت كذلك وجود رؤية واضحة ومفهومة للعاملين داخلها، وهي بحاجه الى تطوير كون عملية الاتصال والتواصل تعزز من عملية التنسيق بين العاملين.

أظهرت الدراسة وجود خطة سنوية مكتوبة لدى الوحدات والدوائر المختلفة، وحرص الوزارة عندما تصيغ الخطة السنوية والاستراتيجيات والبرامج أن تتناسب مع أهدافها السنوية.

أظهرت الدراسة أن مستوى التميز القيادي في الوزارات الفلسطينية قد جاء بمستوى متوسط 66.84)) حيث أظهرت النتائج أن الإدارة العليا تسعى إلى تحقيق مكانة متميزة بين الوزارات الأخرى وهي نفسها التي تتولى عملية التخطيط الاستراتيجي.

بينت النتائج تأثر بعدي الخطة السنوية والاتصال التواصل على التميز القيادي بنسبة تفسير (80.6%) على تحقيق التميز القيادي في الوزارات الفلسطينية، بينما أظهرت النتائج ضعف تأثير أنظمة المعلومات في تحقيق التميز القيادي.

وقد أوصت الدارسة بضرورة الاهتمام والعمل على تطوير حوسبة العمليات الإدارية التي تساهم بدورها بشكل فعال في سرعة إنجاز العمل المطلوب، وتوفير المعلومات اللازمة لكل وزارة مما يساهم في سرعة الحصول على البيانات التي بدورها تساعد في نجاح عملية التخطيط الاستراتيجي، وكذلك تقوم القيادة العليا بإبداء الدعم والتأييد لفرق العمل داخل الوزارات وآلية واضحة تعمل على بناء وتنمية مهارات العاملين فيها موجهة نحو العمل الجماعي وأن تراعي الوزارات الفلسطينية توزيع المسئوليات عند تنفيذ الخطة على جميع الدوائر والأقسام وفق الجداول والبرامج الزمنية التي وضعتها.

Abstract:

The study aimed to identify the process of applying strategic planning in the Palestinian ministries and its impact on leadership excellence .The study used the descriptive and analytical method, a random stratified sample of (330) was selected and (299) questionnaires were retrieved (90.6%).

The Statistical Analysis Program (SPSS) was used to analyze data and test hypotheses.

The study concluded a number of results, the most important of which are:

The results showed that the ministry uses information systems that are compatible with the government work system and that the information systems used in the ministry help in accomplishing the required work.

The study revealed that the ministry relies on communication and communication on the principle of coordination with the relevant public administrations when developing strategic plans .It also showed the existence of a clear and understandable vision for the employees inside it.It needs to develop the fact that the communication and communication process enhances the coordination process between the employees.

– The study showed the existence of an annual plan written by the various units and departments, and the ministry’s keenness when formulating the annual plan, strategies and programs to suit its annual goals.

The study showed that the level of leadership excellence in the Palestinian ministries came at an average level of 66.84. The results showed that the senior management seeks to achieve a distinguished position among the other ministries, which are the ones that are in charge of the strategic planning process.

– The results showed that the annual plan and communication were influenced by communication on leadership excellence by 80.6% on achieving leadership excellence in the Palestinian ministries, while the results showed the weak effect of information systems in achieving leadership excellence.

The study recommended the necessity of attention and work to develop the computerization of administrative processes, which in turn contribute effectively to the speed of completion of the work required. Provide the necessary information for each ministry, which contributes to the rapid acquisition of data, which in turn helps in the success of the strategic planning process. The senior leadership also supports and supports the work teams within the ministries and a clear mechanism that works to build and develop the skills of its employees oriented towards collective action and that the Palestinian ministries take into account the distribution of responsibilities when implementing the plan to all departments and sections according to schedules and timetables set by
