الملخص:

يعد الدور الإيراني من الأدوار المهمة والمؤثرة بصورة واضحة على مسار القضية الفلسطينية، علاوة على ذلك امتلاكها لورقة ضغط على الإدارة الأمريكية، إلى جانب دور إقليمي في المنطقة، وبالتالي تولي إيران ملف القضية الفلسطينية وجه كبيره من الاهتمام، في ظل تنافس إيراني- تركي، وكذلك تنافس إيراني –سعودي، على زعامة العالم العربي والإسلامي.

لهذا جاء هذا البحث لتدارس العلاقات الفلسطينية الإيرانية في فترة ما بين 2011 -2020م وهي فترة مليئة بالمتغيرات والأحداث على المستوى المحلي، والإقليمي، والدولي وعلى وجه الخصوص تدخلات إيران سياسيا وعسكريا في سوريا، وما لاحقها من تدهور وتوتر في علاقات إيران مع القوى الفلسطينية.

وأكدت نتائج هذه الدراسة على أنّ إيران تحرص على المحافظة على علاقتها مع قوى الفلسطينية تحقيقا لمصلحتها القومية. ولما تحققه المقاومة الفلسطينية بعملياتها العسكرية من تهديد للمشاريع الغربية في المنطقة، ممّا لا تسمح لأحد أن يتجاوزها في أي ترتيبات أمنية أو سياسية في المنطقة. وكشفت أن هناك تفاوتا في طبيعة العلاقات بين إيران وأقطاب القوى الفلسطينية المختلفة، ورغم توتر وتدهور هذه العلاقات في أوج الأزمة السورية، إلا أن الطموح الإيراني حرص على عدم قطعها بالمطلق.

وأوضحت الدراسة أن إيران أرادت أن تبقى نفسها الداعم الوحيد للمقاومة العربية ضد الاحتلال الإسرائيلي، لاعتقادها بأن هذا الملف هو طريقها الأساس إلى بسط نفوذها على العالم الإسلامي وكمدخل لها لتوطيد نفوذها في المنطقة. وكذلك أوضح أن إيران لا زالت تمثل دولة محورية في المنطقة، وتمتلك من التحالفات الإقليمية ما يؤهلها للعب دور إقليمي بارز في المنطقة. وأوصت صناع القرار الفلسطينيين اتباع سياسات متوازنة مع مختلف الأنظمة العربية والإسلامية، وعدم الانجرار في أي معترك من الأزمات والتدخلات في شؤون الدول لحسابات دول أخرى. وأن على إيران التوقف عن تدخلاتها في دول المنطقة وتسوية خلافاتها مع إقليمها بالطرق السلمية لضمان استقرارها وأمنها وسلامة علاقاتها مع حلفاءها وأن تحافظ على علاقات متوازنة مع القوى الفلسطينية المختلفة دون استثناء أو تمييز لا سيما علاقاتها مع السلطة الفلسطينية.

Abstract:

The Iranian role is one of the important and influencing roles clearly on the course of the Palestinian issue, in addition to its possession of a pressure card on the American administration, as well as a regional role in the region, and therefore Iran attaches to the Palestinian issue a great deal of attention, in light of Iranian-Turkish competition, as well as Iranian-Saudi competition for leadership of the Arab and Islamic world.

That is why this research came to study the Palestinian-Iranian relations between 2011-2020, which is a period full of changes and events at the local, regional, and international levels, and in particular Iran’s political and military interventions in Syria, and the subsequent deterioration and tension in Iran’s relations with the Palestinian forces.

The results of this study confirmed that Iran is keen to maintain its relationship with the Palestinian forces in order to achieve its national interest. And because the Palestinian resistance, through its military operations, achieves a threat to western projects in the region, which does not allow anyone to bypass them in any security or political arrangements in the region. She revealed that there is a disparity in the nature of relations between Iran and the poles of the various Palestinian forces, and despite the tension and deterioration of these relations at the height of the Syrian crisis, the Iranian ambition was keen not to sever them at all.

The study indicated that Iran wanted to remain itself the only supporter of the Arab resistance against the Israeli occupation, because it believed that this file is its primary way to extend its influence over the Islamic world and as an entry point for it to consolidate its influence in the region. He also made it clear that Iran is still a pivotal country in the region, and that it has regional alliances that qualify it to play a prominent regional role in the region. It recommended to Palestinian decision-makers to follow balanced policies with the various Arab and Islamic regimes, and not to be drawn into any battlefield of crises and interventions in the affairs of states to the accounts of other countries. And that Iran should stop its interference in the countries of the region and settle its differences with its region by peaceful means to ensure its stability, security and safety of its relations with its allies, and to maintain balanced relations with the various Palestinian forces without exception or discrimination, especially its relations with the Palestinian Authority
