لعل من متطلبات الدراسة “لاهمية تركية الاستراتيجية وانعكاسها على البلدان العربية “توجب الاطلالة على ما تشمله تلك الدولة من علاقاتها وما تكتنزه من مقومات لها اثر واضح في بناء علاقات التفاعل بين تركية من جهة والعالم العربي من جهة اخرى كونها اصبحت منافذ منتقاة لتمرير التاثير وصياغة المكانة وبلورة الموقف الذاتي والجماعي. واذا كان العرب في علاقاتهم مع دول الجوار الجغرافي لاسيما تركية معنيين بأستثمار عناصر التقارب لبناء انماط تعامل وتفاعل مجربة تصل الى حد النمذجة. فانهم من جانب اخر مدعوين الى فرش طروحاتهم واضحة امام الجميع بقواعد سلوكية ومطالب عقلانية تعتمد على احقيتهم وتاريخهم والموجبات التي تدفعهم للتعايش الطويل مع جيرانهم لاسيما وان الحجج السياسية ودواعي الحث الاستراتيجي لاتصلح لوحدها في بناء مقومات التفاعل الدائم دون مساند اقتصادية واجتماعية بل وحتى ذاتية تتعلق بانماط تفكير النخب الحاكمة وتطلعاتها في مواجهة نخب حاكمة مقابلة بدت تتحين الفرص لاظهار تعسفها تجاه تلك المطالب تصل لحد الصراع والتنافس المضطرب الذي يحمل معه انحرافا شديدا لم ينل اسس العلاقة فحسب بل شوه منطلقات التوجه نحو اصلاحها ايضا في ظل ما تعرض له النظام الاقليمي العربي وتركية من اثار محسوسة بعد التغيرات الاقليمية والدولية التي فرضت تحولات في الرؤى والادوار والتطلعات الخاصة للاطراف جميعا محققة تباعدا في الايديولوجيات والسياسات….وحتى المرجعيات والسلوكيات فضلا عن تراجع القدرة على توظيف او استثمار حقائق الالتحام ، الاحتكاك الهادئ لصالح بناء علاقات مستقبلية جديدة.وتاكيدا لهذا الدافع وقياسا لاثاره وتطويقا لانعكاساته وتوظيفا لنتائجه لصالح صياغة اثره وما تفاعل بين العرب وتركية سنشرع في تتبع ذلك عبر دراستنا موضوعة البحث.
Abstract
Perhaps one of the requirements of the study “Turkey’s strategic importance and its impact on the Arab countries” requires looking at the relations that this country includes and the components it possesses that have a clear impact in building interaction relations between Turkey on the one hand and the Arab world on the other hand, as they have become selected outlets for passing on influence and shaping status. And crystallizing the self and collective position.
If the Arabs, in their relations with geographically neighboring countries, especially Turkey, are interested in investing in the elements of rapprochement to build proven patterns of interaction and interaction that reach the point of modeling. On the other hand, they are called upon to make their proposals clear to everyone with behavioral rules and rational demands that depend on their rights, their history, and the obligations that push them to coexist for a long time with their neighbors, especially since the political arguments and reasons for strategic motivation alone are not suitable for building the elements of permanent interaction without economic, social, and even personal supports related to patterns of thinking. The ruling elites and their aspirations in the face of opposing ruling elites who seemed to be waiting for opportunities to show their arbitrariness towards these demands amounted to conflict and turbulent competition that carried with it a severe deviation that not only undermined the foundations of the relationship, but also distorted the starting points of the trend towards its reform in light of the tangible effects that the Arab regional system and Turkey were exposed to. After the regional and international changes that imposed shifts in the visions, roles and aspirations of all parties, achieving a divergence in ideologies and policies…and even references and behaviours, as well as a decline in the ability to employ or invest in the realities of cohesion, quiet friction in favor of building new future relations. In confirmation of this motive and in measurement of its effects. In order to encompass its implications and employ its results in order to formulate its impact and the interaction between Arabs and Turkey, we will begin to trace that through our study, the subject of the research.
