تقديم:

تناولت هذه الدراسة موقف الاتحاد الأوروبي من الاحتجاجات الشعبية في العالم العربي (2010 – 2014  ) وقد ركزت هذه الدراسة على الاسباب التي تجعل الاتحاد الأوروبي يولي المنطقة العربية اهتماما ً كبيرا ً من الناحية السياسية ، الاقتصادية ، والاستراتيجية ، بحكم الجوار الجغرافي والعلاقات الاقتصادية ، والعلاقات التاريخية بين أوروبا والعرب .

إن النزاعات الاقليمية والصراعات الدولية تؤثر في حالة عدم الاستقرار في المنطقة ، ولكن مع وجود اسرائيل ، واهتمام الولايات المتحدة الأوروبية، والاتحاد الأوروبي بأمن اسرائيل ، يجعل الصراع والنزاع مستمر في هذه المنطقة ، وقد اثبتت ثورات الربيع العربي ان لا أمن لاسرائيل إلا بتحقيق الامن والسلام والديمقراطية في البلاد العربية  البلاد العربية وحقوق الفلسطينيين في الحرية والأمن والكرامة .

تهدفت هذه الدراسة الى التعرف على طبيعة العلاقات بين الاتحاد الأوروبي والبلدان العربية ، ومحددات تلك العلاقة ، ونقاط الالتقاء والخلاف بينهما، وموقف الاتحاد الأوروبي من الاحتجاجات الشعبية في البلدان العربية الثائرة بعد 2011 ، وأثر تلك الاحتجاجات على النظام السياسي والاقتصادي والامني للاتحاد الأوروبي .وأثبتت الدراسة صحة فروضها الرئيسة  بوجود علاقة ارتباطية بين توجهات سياسة الاتحاد الأوروبي والعالم العربي وخاصة البلدان التي حدثت بها الاحتجاجات الشعبية من 2010 – 2014 ، ومقومات المنطقة الجيوسياسية ، وان دور القوى العالمية بزيادة موقف الاتحاد الأوروبي من خلال رؤيته للاحداث وطبيعة موقفه من الاحتجاجات الشعبية، وانه كلما زادت الاحتجاجات الشعبية ، وكلما زاد دور الاتحاد الأوروبي في الضغط على الانظمة السياسية للاستجابة للمطالبة، وتحقيق مصالح الاتحاد الأوروبي وعلى رأسها أمن اسرائيل.

وخلصت الدراسة الى أن دور الاتحاد الأوروبي دورا ً مهما ً للغاية ، ذلك لأن الاتحاد الأوروبي له دور سياسي ، واقتصادي كبير جدا ً في المنطقة لا يمكن الاستغناء عنه أبدا ً، رغم الاستجابة المتأخرة للاتحاد الأوروبي بالنسبة للاحتجاجات الشعبية في بعض البلاد الغربية، لكن الاتحاد الأوروبي يفتقر الى سياسة فعالة في ظل هيمنة امريكية تسعى للحصول على مكاسب واهداف سياسية واقتصادية وأمنية ، الأمر الذي يجعل دور الاتحاد الأوروبي ضعيفا مستقبلا ، وتغيير نظرة الاتحاد الأوروبي الى الديمقراطية ، وحقوق الانسان وكرامة الانسان العربي ، التي يتخذها الاتحاد الأوروبي كواجهة لتحقيق مكاسب كثيرة وذلك لربط الاتحاد الاوروبي المساعدات والقروض بمزيد من الحريات ومشاعية القوانين.

Abstract

This study addressed the European Union’s position on the popular protests in the Arab world (2010 – 2014) The study focused on the reasons why the European Union gives the region much attention from the political point of view, economic, and strategic, by virtue of geographical proximity and economic ties, historical ties between Europe and the Arabs.

The regional conflicts and international conflicts affect the instability in the region, and with the existence of Israel, and the interest of the West: The United States of America, and the European Union to Israel’s security, makes the conflict continued and the conflict in this region, and the Arab Spring revolutions proved that no security for Israel only through democracy Arab countries and the Arab human rights to liberty and security and dignity.

This study aimed to identify the nature of the relations between the European Union and the Arab countries, and the determinants of that relationship, and the points of convergence and the differences between them, and the position of the European Union of popular protests in the rebellious Arab countries after 2011, and the impact of those protests on the political, economic and security system of the European Union. the study proved the accuracy of the main hypothesis : by the existence of a correlation between the orientations of the European Union and the Arab world policy, especially countries that have taken place by the popular protests of 2010 – 2014, and the elements of the geopolitical region, and increase the role of world powers to increase the European union’s position on the vision and increase the position of popular protests, and if  people protest increase , the role of the European Union will be increase in pressure on political systems to respond to the demands and target the interests of the European Union, led by Israel’s security.

Study concluded that the role of the European Union a very important role, because the European Union’s has a political role, and economic very large in the region irreplaceable never, despite the delayed response of the European Union for the Arab Spring, but the European Union lacks a policy effective under American hegemony seeking gains, economic and security and political goals, which makes the role of the European Union’s in the future, and also change the look of the European Union to democracy, human rights and the dignity of the Arab human, taken by the European Union as a front to achieve many gains.
