حاولنا من خلال هذا الكتاب، الذي يتألف من بحوث كُتبت بين سنتي 2021 و2022؛ أن نُجيب على تلك الأسئلة انطلاقا مما أسماه ماكس فيبير بعلم أمراض الأحزاب، نضيف اليها امراض المجتمع المدني والاقتصاد والسياسة والديمقراطية والنخب والحشود. ومن خلال تتبُّع الأحداث التي مثّلت السجل الرسمي للسيرورة السياسية للانتقال الديمقراطي في تونس، وعبر قراءة ذاتيّة للواقع وتمفصلات السياسة والاقتصاد والثقافة وغيرها. يهتم الفصل الأول بأزمات الانتقال الديمقراطي والإغراء السياسي للشعبوية من خلال فحص وعود الديمقراطية المستحيلة. في حين يطرح ثاني الفصول من هذا الكتاب، الإشكالية السياسية للديمقراطية التونسية من جانب تعثُّرات الانتقال السياسي وأزمة الديمقراطية التمثيلية. أما الفصل الثالث، فيقف عند حدود الحالة الشعبوية في تونس وإمكانيات التدارك الديمقراطي. في نفس السياق، يبحث الفصل الرابع، في أدوار المجتمع المدني في تونس والتحولات السياسية، حيث نُحاول مُلامسة رهانات المسالة الديمقراطية. في إطار آخر، يُحاول الفصل الخامس أن يُحيط بالخطاب السياسي في تونس وصناعة الرأي العام من خلال قراءة في نتائج دراسة ميدانية. أما الفصل السادس، فقد خُصّص لمسألة الهوية السياسية وإعادة تشكيلها. نتعرّض في الفصل السابع الى الاقتصاد السياسي للتنمية في تونس، حيث نتعرّض الى هشاشة السياسات الاقتصادية الكُليّة ودورة الأزمات. ليُختتم الكتاب في فصله الثامن بمسألة المشاركة السياسية في سياق ما بعد الانتقال الديمقراطي في تونس، عبر عرض لأطروحة التوافقية الديمقراطية والاندماج الجمهوري.

لم تخضع الورقات إلى تخطيط منهجي في مستوى الترتيب أو المُخطط العام، بل هي نتاج لرؤية وقراءة خاصة من وجهة نظرنا لما نعتبره عناوين اخفاق الانتقال الديمقراطي، وقُصور عملية تدبير السياق العام للأحداث. حاولنا فهم أدوار المجتمع المدني في تونس، وكيفيّة اشتغال الخطاب السياسي، ومعالجة الإشكالية السياسية للديمقراطية التونسية. كما خُضنا في أزمات الانتقال الديمقراطي وحدود الحالة الشعبوية في تونس، وبحثنا في الهوية السياسية وإعادة تشكيلها على ضوء مآلات الحالة الانتقالية في تونس. وارتأينا طرح الإشكاليات التي ترسم ملامح الديمقراطية والهوية في حالتها التونسية.

يُحاول هذا الكتاب أن يكون قراءة نقديّة لما نعتبره مشروعا ضخما انطلق لحظة 2011، وُظّف له رأس مال هزيل وأداره عرّابون كُثر كان بإمكانهم خلق مفاتيح متعددة لحُسن ادارته ولو نظريّا.

Abstract

Through this book, which consists of research written between 2021 and 2022; To answer those questions from what Max Vibier called party pathology, to which we add the illnesses of civil society, the economy, politics, democracy, elites and crowds. By tracking the events that represented the official record of Tunisia’s political transition, self-reading of reality, policy, economic, cultural and other details. Chapter I cares about the crises of democratic transition and the political lure of populism by examining the promises of impossible democracy. While the second chapter of this book presents the political problem of Tunisia’s democracy by the stumbling blocks of political transition and the crisis of representative democracy. Chapter III limits Tunisia’s populist situation and the possibilities for democratic redress. In the same vein, chapter IV examines the roles of civil society in Tunisia and political transformations, where we try to touch the stakes of the democratic issue. In another context, chapter V attempts to capture the political discourse in Tunisia and the public opinion industry by reading the results of a field study. Chapter VI was devoted to the issue of political identity and its restructuring. In chapter VII, we are exposed to Tunisia’s development political economy, where we are exposed to the fragility of macroeconomic policies and the cycle of crises. In its eighth chapter, the book concludes with the issue of political participation in the post-democratic context in Tunisia, presenting the thesis of democratic consensus and republican integration. The papers have not been systematically planned at the level of the overall arrangement or blueprint, but are the product of a special vision and reading from our perspective of what we consider to be the headlines of the democratic transition’s failure, and the inadequacy of the process of managing the general context of events. We tried to understand the roles of civil society in Tunisia, how political discourse works and how to address the political problem of Tunisian democracy. We have also been engaged in the crises of the democratic transition and the limits of the populist situation in Tunisia, and we have discussed and restructured the political identity in the light of the transitional situation in Tunisia. We felt that the problems that shape democracy and identity should be raised in Tunisia’s case.

This book tries to be a critical reading of what we consider to be a huge project that took off at the moment of 2011, hired lean capital and managed by many godparents who could have created multiple keys for good management, even theoretically.
