ملخص :

تهدف هذه الدراسة إلى التعرف على أهم التحديات التي تواجه برنامج التنمية المستدامة والتي تحول دون نجاحه في دولة العراق،حيث استخدمت هذه الدراسة المنهج الوصفي التحليلي لبلوغ أهدافها، كما استعانت بالاستبانة كأداة لجمع البيانات والمعلومات، بعينة بلغت (300) من أساتذة عدد من كليات العلوم الاقتصادية والسياسية والتربوية بالعراق، كما استخدمت الدراسة عددا من الأساليب الإحصائية منها المتوسط الحسابي، والانحراف المعياري، والوزن النسبي، ومعامل الارتباط بيرسون، ومعامل الثبات ألفاكرونباخ، ومعامل الثبات بطريقة التجزئة النصفية، واختبار (ت)، وأسفرت نتائج هذه الدراسة عن وجود توافق كبير لأفراد عينة الدراسة عن وجود بعض التحديات التي تقف وراء فشل برنامج التنمية المستدامة والتي تتمثل في انتشار الجهل وعدم الوعي، وانتشار الصراعات المسلحة والحروب، وعدم الاستقرار السياسي، وغياب دور الإعلام في توعية الشعوب بأهمية هذا البرنامج، وغياب الأمن، وغياب الإدارة والقيادة الفاعلة لقيادة هذا البرنامج، وقلة الخبرات والكفاءات لإدارة هذا البرنامج، وغياب دور الشباب في برنامج التنمية، وعدم الحفاظ على مصادر الطاقة وعلى الموارد الطبيعية واستغلالها الاستغلال الأمثل، وعدم الوعي بمفهوم ترشيد الاستهلاك والعمل به، والاعتماد على الدول الخارجية وعدم الاعتماد على الذات،وغياب الاستراتيجيات الفعالة لتطبيق هذا البرنامج، كما أسفرت نتائج هذه الدراسة عن وجود فروق ذات دلالة إحصائية في مستوى استجابات أفراد عينة الدراسة والتي تعزى لمتغير الجنس ( ذكور /إناث ) لصالح الإناث، كما أوصت هذه الدراسة بتحسيس الرأي العام داخل مجتمعاتنا بأهمية برنامج التنمية المستدامة والقضاء على الجهل والأمية، ودعم الاقتصادات المحلية، وحماية المسطحات المائية والغابات وموارد الطاقة من النضوب وترشيد الاستهلاك، وتحسين أجور العاملين ودعم قطاعات الصحة، والزراعة، والصناعة، والتعليم، ودعم الاستقرار السياسي والأمني، والقضاء على الفتن والحروب، ومواجهة التحديات المنبثقة من تغيرات المناخ، ودعم الشباب وتسخير طاقاتهم وإمكانياتهم في إنجاح هذا البرنامج.

Abstract

This study aims to identify the most important challenges facing the sustainable development program that prevent its success in the State of Iraq. This study used the descriptive and analytical approach to achieve its goals. It also used the questionnaire as a tool for collecting data and information, with a sample of (300) professors from a number of colleges. Economic, political and educational sciences in Iraq. The study also used a number of statistical methods, including the arithmetic mean, the standard deviation, the relative weight, the Pearson correlation coefficient, the Alpha-Cronbach reliability coefficient, the reliability coefficient using the split-half method, and the t-test. The results of this study resulted in a large agreement. To the members of the study sample, there are some challenges behind the failure of the sustainable development program, which are the spread of ignorance and lack of awareness, the spread of armed conflicts and wars, political instability, the absence of the role of the media in educating people about the importance of this program, the absence of security, and the absence of effective management and leadership to lead this. The program, the lack of experience and competencies to manage this program, the absence of the role of youth in the development program, the failure to preserve energy sources and natural resources and exploit them optimally, the lack of awareness of the concept of rationalizing consumption and working with it, dependence on external countries and lack of self-reliance, and the absence of effective strategies to implement this. The program. The results of this study also resulted in the presence of statistically significant differences in the level of responses of the study sample members, which is attributed to the gender variable (males/females) in favor of females. This study also recommended sensitizing public opinion within our societies to the importance of the sustainable development program, eliminating ignorance and illiteracy, and supporting Local economies, protecting water bodies, forests and energy resources from depletion and rationalizing consumption, improving workers’ wages and supporting the health, agriculture, industry, and education sectors, supporting political and security stability, eliminating strife and wars, confronting the challenges emanating from climate change, supporting youth and harnessing their energies and capabilities in Make this program a success.
