تقديم: 

شهدت السعودية في الآونة الأخيرة عدداً من التغييرات النوعية التي لم تشهدها منذ تاريخ إنشائها، ورغم صعوبة التكهن بمآل هذه التغييرات، إلا أن الشواهد الأولية، وخاصة قرارات توقيف عدد من الأمراء والوزراء، تشير إلى أن السعودية في طريقها للقطيعة مع الماضي، عبر الإطاحة بثوابت عديدة استقرت في سلوك الدولة والمجتمع. وما يحدث من تغيير منذ تولي الملك سلمان مقاليد الحكم يرجحه البعض أنه لا يعدو كونه صراعاً على السلطة بدأ بتنحية الأمير مقرن بن عبدالعزيز عن ولاية العهد. بينما يرى البعض الآخر أن هذه التغييرات باتت ضرورية للحفاظ على وجود المملكة، ونقل القيادة إلى جيل جديد من الشباب , ومن ثم فقد ترتب على تغير القيادة السعودية بعد رحيل الملك عبدالله تغيرات في النخبة , تتمثل في النخبة التي أتى بها الملك سلمان .

وتستهدف هذه الدراسة تحليل توجهات النخبة الحاكمة في المملكة العربية السعودية منذ عام 2005 وحتى نهاية الدراسة ,وتحليل العلاقة بينه وبين إحتمالات تغير السياسة الخارجية السعودية خصوصا في منطقة الخليج العربي في ظل التحديات الكبرى التي واجهتها المنطقة .

Abstract

Saudi Arabia has recently seen a number of qualitative changes that have not been witnessed since the date of its establishment, and despite the difficulty of predicting the money of these changes, the preliminary evidence, especially the decisions to arrest a number of princes and ministers, suggests that Saudi Arabia is on its way to the past, by overthrowing constants Many have settled in the behavior of the state and society. The change that has taken place since King Salman took office has been outweighed by the fact that it is merely a power struggle that began with the removal of Prince Muqrin Ben Abdelaziz from the Covenant’s mandate. While others believe that these changes are necessary to maintain the kingdom’s presence and to transfer leadership to a new generation of young people, the change of Saudi leadership after King Abdullah’s departure has led to changes in the elite, exemplified by the elite brought by King Salman.This study aims to analyze the trends of the ruling elite in the Kingdom of Saudi Arabia from 2005 until the end of the study, and analyze the relationship between it and the odds of changes in Saudi foreign policy, especially in the Arab Gulf region, in the light of the major challenges faced by the region.

The questions are answered through three chapters,the first chapter: the elite theory and external trends: a conceptual approach,in this chapter, the elite approach is examined in theory and methodology and the extent to which it can be used in the field of political systems .And the second chapter: the Saudi elite, the origins, structures, and role ,this chapter discusses the multiple elites that are distributed on the map of the Saudi society and its social origins and developments in the direction of the elite in the era of King Abdullah towards the Arab Gulf region in the period (2005-2015) , As for the third chapter: the ruling elite and the Arab Gulf region during the period (2015-2018), this chapter discusses the era of King Salman and the consequent changes in the Saudi leadership after the departure of King Abdullah of several changes in the elite.
