ملخص:

إن دراسة التنمية الترابية لا يمكن أن يتبلور إلا من خلال الاهتمام بالمنتخب الجماعي باعتباره اللبنة الأولى والخلية القاعدية في هرم الدولة، والمحور لتدبير شؤونها المحلية، وهو نقطة البداية في إرساء نمو ديمقراطي. وهكذا فإن تصور التنمية الترابية بكل تجلياتها يجب أن يرقى بالمنتخب الجماعي إلى موقع مركز متخذي القرار التنموي، والفاعل الترابي النشيط في تنمية الجماعة الترابية.

إن واقع جماعة قلعة السراغنة يقتضي منا الوقوف على هذا الواقع، واستنطاق وضعه للتعبير عن سمة الاختلال الذي يطبعه على مختلف الأصعدة، غير أن التركيز على دور المنتخب الجماعي كفاعل ترابي مؤثر داخل تراب الجماعة يبقى ضرورة ملحة لتحديد مراكز القوة، ومواطن القصور التي حالت دون تحقيق تنمية ترابية ناجعة وفاعلة، واستشراف الرهانات الممكنة لتنمية هذا التراب وتحقيق نتائج إيجابية على أرض الواقع.

فدراسة تدخل المنتخب الجماعي في التنمية الترابية لمجال جغرافي محدود تمكن دون شك من البحث عن سبل لتحقيق فرص خلق تنمية متوازنة لمجال ترابي معين عبر نموذج جغرافي ماهد في التنمية الترابية كجماعة قلعة السراغنة.

انطلاقاً من دراستنا لواقع حال المجلس الجماعي، التي سلطنا فيها الضوء على خصائص ومؤهلات  المجلس الجماعي والموارد البشرية للجماعة، اتضح لنا أن المجلس يعاني من مجموعة من الإكراهات تقف أمام مسألة التنمية الترابية. ولعل أبرز هذه الإكراهات، تتجلى في ضعف تكوين المنتخب الجماعي وقلة الموارد المالية والعشوائية في التدبير وغياب مبدأ التخطيط، بالإضافة إلى الرقابة المفرطة لسلطة الوصاية …كلها عوامل تحول دون تفعيل تلك الاختصاصات والأدوار الممنوحة للمنتخب الجماعي على أرض الواقع. من هذا المنطلق المتسم  بتعدد المعيقات  تأتي ضرورة البحث عن حلول واقتراحات تتماشى مع المعوقات التي يعرفها تدبير الشأن العام المحلي من طرف المنتخب الجماعي فالحكامة الترابية والارتقاء بالترسانة القانونية المؤطرة لعمل المنتخب، والرفع من الموارد المالية لجماعة قلعة السراغنة،  وتبني الفكر المقاولاتي من طرف المنتخبين في تدبير شؤون الجماعة.

كلها اقتراحات ستساهم لا محالة في بلورة استراتيجية حقيقية ترتكز على بعد تنموي محوره الإنسان في تعدده واختلافه الثقافي.

Abstract

The study of territorial development cannot be crystallized except through the attention to the communal representative, who are the first brick and the basic cell in the state’s pyramid, the axis for managing its local affairs, and the starting point for establishing democratic growth. Thus, the concept of territorial development in all its manifestations must elevate local elected officials to the position of center of decision-makers in development, and active territorial actors in the development of the territorial community.

The reality of the commune of Kalaat Sraghna requires us to stand on this reality, and to scrutinize its situation to express the characteristic imbalance that characterizes it on various levels. However, focusing on the role of the communal council as an influential local actor within the community’s territory remains a crucial necessity to identify centers of power and areas of shortcomings that have prevented the achievement of effective and impactful territorial development. Anticipating the possible challenges for the development of this territory and achieving positive results on the ground is essential.

A study of the involvement of the communal council in territorial development within a limited geographical area undoubtedly enables the exploration of ways to create opportunities for achieving balanced development in a specific territorial domain through a geographic model embedded in territorial development, such as the case of the Kalaat Sraghna commune.

Based on our study of the current situation of the communal council, in which we shed light on the characteristics and qualifications of the communal council and the human resources of the commune, it became apparent to us that the council faces various constraints hindering territorial development. One of the most prominent challenges is the inadequate training of the communal council members, insufficient financial resources, administrative randomness, the absence of planning principles, and excessive oversight by the supervisory authority. All these factors impede the activation of the functions and roles assigned to the communal council on the ground.

In light of this context characterized by multiple obstacles, there arises a necessity to search for solutions and proposals that align with these challenges  faced in managing local public affairs by the communal council. Therefore, territorial governance, the improvement of the legal framework governing the work of the elected officials, the increase of the financial resources of the commune of  Kalaat Sraghna, and the adoption of the entrepreneurial spirit by elected officials in the management of the affairs of the commune are all proposals that will undoubtedly contribute to the formulation of a real strategy that is based on a developmental dimension with the human being at its core, in its diversity and cultural differences.
