ديناميكية ظاهرة تحالف الإرهاب الدولي والتنظيمات الإجرامية في منطقة غرب المتوسط: مقاربة جيو-سياسية

ملخص:

أفرزت العولمة عالما جديدا بمفاهيم وتصورات شكلت مرحلة محورية في تاريخ العلاقات الدولية والدراسات الجيو- أمنية تقوم على فكرة أساسية وهي ميوعة الحدود الجغرافية وجعل العالم قرية كونية بفعل انتشار وسائل الإعلام والاتصال، التي خلقت محيط أمني هش ووفرت فرص لنشاط فواعل لا- دولاتية،تشكل أهم تحدي للأمن الوطني للدولة القومية لأن تأثيرها فوق قومي أهمها التنظيمات الإجرامية والحركات الإرهابية، إلا أنه تعرف البيئة الدوليةظاهرة جديدة تعبر عن تحالف الجريمة المنظمة والإرهاب تسمى « Narcoterrorism ».

تثبت الدراسة بأن التحالف بين الإرهاب الدولي والجريمة المنظمة عبر الوطنية من أخطر التهديدات الأمنية فوق القومية على الأمن الوطني والعالمي، يجتمعان لأهداف براغماتية مصلحية بالأساس، يحدث التحالف بينهما في الدول الهشة التي تعاني من مشاكل أمنية، اقتصادية واجتماعية… وتعتبر منطقة غرب المتوسط مركز لتفاعلاتها من دول أمريكا اللاتينية مرورا بدول غرب وشمال إفريقيا وصولا إلى أوروبا.

Abstract:

Globalization involves new world with specific concepts and perceptions, produces a pivotal step in the history of international relations and geo-security studies, based on an essential idea which is the fluidity of geographical boundaries and make the world a global village due to the proliferation of Information and communication technology, that create a fragile security environment and provided opportunities for the activity of Asymmetric actors,such as :criminal organizations and terrorist groups, but, actually, the international environment knows a new phenomenon which is the alliance between organized crime and terrorism called «Narcoterrorism ».

In our study we try to demonstrate that the Narcoterrorism is one of the main transnational security threats to national and global security, they combinefor pragmatic objectives, Their alliance is taking place in fragile states which have security, economic and social problems, the Western Mediterranean region is a center for their interactions from Latin American countries through West and North Africa to Europe.
