• تصدر المجلة بشكل دوري ولها هيئة علمية دولية فاعلة تشرف على عملها وتشمل مجموعة كبيرة لأفضل الاكاديميين من عدة دول ، حيث تشرف على تحكيم الأبحاث الواردة إلى المجلة . وتستند المجلة إلى ميثاق أخلاقي لقواعد النشر فيها، و إلى لائحة داخلية تنظّم عمل التحكيم ، كما تعتمد مجلة تنمية الموارد البشرية للدراسات والأبحاث في انتقاء محتويات أعدادها المواصفات الشكلية والموضوعية للمجلات الدولية المحكّمة.

ملخص :

يحتم الاهتمام بقضايا الفكر المعاصر تعميق النظر في النظم العمرانية الحديثة، وفي مسارات الاصلاح التي تواكبها، على اعتبار أن فهمنا لتلك النظم والسعي لتطويرها دراسة وتنظيرا، هو من باب تحقيق التجليات التحسينية لحياة الأفراد والمجتمع، ومن باب التنزيل العملي لقيم البناء والتكوين الاجتماعي.

وفي هذا السياق؛ يأتي الحديث في هذه الورقة عن قضايا “التكوين المهني في المغرب” بما شهدته من تحديات وإشكالات واختلالات تاريخية، ومن سياسات إصلاحية متوالية، وما آلت إليه هذه المنظومة من تطورات متلاحقة ومطردة،  خلال فترة الحماية والاستعمار، وبعد الاستقلال، وذلك في إطار رؤية جديدة تروم الاهتمام بمشاريع النهوض الحضاري بالمغرب.

إن استدعائي لهذا الموضوع في هذه المرحلة من تاريخ المغرب لم يأت اعتباطا، بل هو استحضار لإحدى الهموم الاجتماعية، وانعكاس لحركية فكرية بنائية، تسعى إلى الاستفادة من الماضي، للمضي قدما نحو تقصي وتبني وترسيخ قضايا الإصلاح، والتي تعتبر جسورا للتقدم الحضاري.

Abstract

The interest in contemporary thought issues makes it necessary to giving a further in-depth consideration to modern urbanization plans, as well as to the reform directions which accompanies it, considering that our understanding of those plans and our quest to improve them theoretically and practically aims at improving the lives of both the individuals and the society and applying the values of social structures.

In this context, this paper discusses issues related to vocational training in Morocco and its problematic aspects, successive historical imbalances, and the current situation which resulted from progressive developments taking place withing the framework of interest in projects and reform policies for cultural advancement in Morocco. The purpose of this paper is to contribute to the reorientation and elaboration of this system considering the fact that it occupies an advance position in most education systems. Moreover, it aims at attracting the attention of all actors to the competence building area, to the reform’s issues and plans, and to the gendered perceptions of the scientific research approach. The reason is to identify future related issues in which we should go beyond superficial speeches to reach a deep critical theory in an attempt to make everyone conscious, eligible, and involved in inclusive development issues in a world which believes in the institutionalised scientific research and in the collective engagement within a society of knowledge, talent, and professionalism.

The choice of this topic in this particular period in Morocco’s history has not been made at random. Indeed, it evokes one of the modern socio-economic concerns so that we could build upon the past and move ahead with newly built perceptions, new formulating ideas for constructive intellectual dynamics seeking to examine, adopt, and consolidate reform issues which are considered bridges to cultural development.
