يكمن التحدي الكبير لصانعي القرار وخاصة مديري الأزمات والكوارث من تحويل المدخلات المتمثلة في الأزمات والكوارث الى مخرجات متمثلة في استثمار الفرص وذلك من خلال العمليات التي تشتمل على ادارة سليمة لعملية التخطيط التشاركي؛ لذا سنتحدث معاً في هذا الكتاب من خلال سبعة فصول عما يلي:

• الفصل الأول: قبل أن نبدأ

يتناول هذا الفصل مقدمة عامة عن التخطيط والتخطيط الاستراتيجي، والتعرف على مصطلحات ومفاهيم هامة مثل (الاستراتيجية، القيم، الرؤية، الرسالة، الأهداف، نماذج التخطيط، قوة التنفيذ، الادارة الناجحة، المحن والأزمات، اقتناص الفرص باتباع أفضل أنواع التخطيط وهو التشاركي).

• الفصل الثاني: الخلفية المفاهيمية للتخطيط التشاركي

يتحدث هذا الفصل عن المشاركة والتدرج للوصول اليها، وخصائصها، والخلفية المفاهيمية لأصل التشاركية انتقالاً الي تعريف التخطيط التشاركي، ثم مبادئه وأنواعه، والذي ينقسم الي الاستراتيجي والتشغيلي، ومن ثم نتطرق الي خطوات كل من التخطيط الاستراتيجي والتشغيلي التشاركي، مروراً بالتخطيط التنفيذي القائم على نهج المشاركة، وأخيرا الحديث عن أدوار هامة في التخطيط التشاركي.

• الفصل الثالث: التقنيات المستخدمة في التخطيط التشاركي

يستعرض هذا الفصل أنواع وأدوات وتقنيات المشاركة، ومنها ما يتعلق بديناميكيات المجموعة، وتقنيات التصور، والمقابلات وتقنيات الاتصال الشفوي، ومنها كذلك تقنيات المراقبة الميدانية.

• الفصل الرابع: ادارة ذوي العلاقة وآفاق الشراكة المستقبلية

يتناول هذا الفصل العديد من القضايا الجوهرية بداية من ادارة ذوي العلاقة، وتحليلهم، ثم اشراكهم، وصولاً الى كيفية التواصل الجيد معهم، وأخيراً آفاق الشراكة بين المجتمعات المختلفة.

• الفصل الخامس: خطوط عريضة في ادارة الأزمات والكوارث

يتحدث هذا الفصل عن أهم الجمل في علم ادارة الكوارث كأحد العلوم متعددة المجالات، ثم عن بعض الكوارث العالمية الساخنة، ومراحل ادارة الكوارث ثم خطوات إدارة الأزمات التنظيمية بشكل أفضل، وبعدها مراحل ادارة الأزمات والطوارئ والمكونة من أربعة مراحل وهي التخفيف والاستعداد والاستجابة والتعافي، وصولا الى تشكيل استراتيجية التواصل المناسبة خلال الأزمات، الى أن وصلنا الى معرفة الفاعلون في حل الأزمات والمشكلات الكبرى، ومبادئ العمل في الكوارث.

• الفصل السادس: التخطيط التشاركي في المشاريع وصناعة فرص التنمية

يتحدث عن التخطيط التشاركي في المشاريع بدءً ببرامج ومشاريع التنمية المستدامة التي تراعي تأهيل البنية التحتية والمجتمعية، والشفافية والنزاهة وقت الكوارث والحروب، واعادة التأهيل والأعمار الموجه للحد من المخاطر، ومشاريع البنية التحتية المراعية للجنس، والصديقة للبيئة، وكذلك الحديث عن التخطيط لمشاريع التأهيل المجتمعي، وصولا الي المراقبة التشاركية، وثم الحديث عن صناعة فرص التنمية في المستقبل.

• الفصل السابع: تجارب التخطيط التشاركي ما بعد الأزمات والكوارث

يهدف الفصل الي دراسة أهم التجارب في التخطيط التشاركي وخاصة في مجتمعات الصيد البحري والثروة السمكية، بالإضافة لبعض تجارب الدول في التخطيط التشاركي ما بعد الأزمات والكوارث.

ABSTRACT

The great challenge for decision makers, especially crisis and disaster managers, is to transform the inputs represented in crises and disasters into outputs represented by investing opportunities through processes that include sound management of the participatory planning process; So we will talk together in this book through seven chapters on the following:

Chapter One: Before We Begin

This chapter deals with a general introduction to planning and strategic planning, and to identify important terms and concepts such as (strategy, values, vision, mission, goals, planning models, implementation power, successful management, adversity and crises, seizing opportunities by following the best types of planning, which is participatory).

Chapter 2: The conceptual background of participatory planning

This chapter talks about participation and gradual access to it, its characteristics, and the conceptual background of the participatory origin, moving to the definition of participatory planning, then its principles and types, which is divided into strategic and operational, and then we address the steps of each of the participatory strategic and operational planning, passing through executive planning based on the participatory approach. And finally, talk about important roles in participatory planning.

Chapter Three: Techniques Used in Participatory Planning

This chapter reviews the types, tools and techniques of participation, including those related to group dynamics, visualization techniques, interviews and oral communication techniques, as well as field observation techniques.

Chapter Four: Stakeholder Management and Future Partnership Prospects

This chapter deals with many core issues, starting with managing stakeholders, analyzing them, engaging them, how to communicate well with them, and finally the prospects for partnership between different societies.

Chapter Five: Outlines in the management of crises and disasters

This chapter talks about the most important sentences in the science of disaster management as one of the multi-disciplinary sciences, then about some hot global disasters, the stages of disaster management, then the steps to better manage organizational crises, and then the stages of crisis and emergency management, which consists of four stages: mitigation, preparedness, response and recovery, all the way to Forming the appropriate communication strategy during crises, until we got to know the actors in solving crises and major problems, and the principles of work in disasters.

Chapter Six: Participatory Planning in Projects and Creating Development Opportunities

He talks about participatory planning in projects, starting with sustainable development programs and projects that take into account the rehabilitation of infrastructure and community, transparency and integrity in times of disasters and wars, rehabilitation and age-oriented projects to reduce risks, and gender-sensitive, environmentally friendly infrastructure projects, as well as talking about planning for community rehabilitation projects, up to To participatory monitoring, and then talk about creating opportunities for development in the future.

Chapter Seven: Experiences of participatory planning after crises and disasters

The chapter aims to study the most important experiences in participatory planning, especially in the fishing and fisheries communities, in addition to some countries’ experiences in participatory planning after crises and disasters.
