تقديم: 

هدفت الدراسة التعرف إلى أهم التحديات التي تواجه ربط التخطيط الاستراتيجي بمرحلة التنفيذ في بلديات محافظة الخليل، والتي تتعلق ببيئتها الداخلية، وذلك من خلال التعرف إلى واقع التخطيط الاستراتيجي في بلديات محافظة الخليل ، ومعرفة التحديات التي تتعلق بالبيئة الداخلية من حيث الثقافة التنظيمية والهيكل التنظيمي وموارد البلدية .

اعتمدت الباحثة المنهج الاستكشافي الوصفي في إعداد هذه الدراسة، كما استخدمت أسلوب المسح الشامل على جميع أفراد مجتمع الدراسة والبالغ عددهم(90) شخصاً من رؤساء الأقسام في بلديات محافظة الخليل. استخدمت الباحثة أداتي الاستبانة والمقابلة لجمع البيانات من مصادرها الأولية. وقامت الباحثة بتوزيع (90) استبانة على أفراد مجتمع الدراسة وتم استردادها بالكامل، كذلك قامت الباحثة بإجراء (23) مقابلة غير مهيكلة و(16) مقابلة مهيكلة مع رؤساء أقسام البلديات الذين شملتهم الدراسة، وعليه قامت الباحثة باستخدام البرنامج الإحصائي (SPSS) بغرض تحليلها البيانات التي تم جمعها للوصول إلى نتائج هذه الدراسة.

أظهرت نتائج الدراسة أن درجة واقع التخطيط الاستراتيجي في بلديات محافظة الخليل مرتفعة وفق مقياس ليكرت الخماسي، حيث يتمثل واقع التخطيط الاستراتيجي بمشاركة المجتمع المحلي في إعداد الخطة الاستراتيجية والتي تقوم على رؤية واضحة ومحددة، ويشارك معظم الموظفين في وضعها كل حسب عمله.

أما درجة تنفيذ التخطيط الاستراتيجي في بلديات محافظة الخليل فكانت مرتفعة حسب مقياس ليكرت الخماسي. حيث هناك مشاركة من مختلف المستويات المعنية في حصر الاحتياجات من الموارد المطلوبة لتنفيذ الخطة. كما تبين أيضاً أن درجة التحديات التي تواجه ربط الخطط الاستراتيجية بمرحلة التنفيذ والتي تتعلق بالثقافة التنظيمية للبلديات في محافظة الخليل منخفضة حسب مقياس ليكرت الخماسي، حيث تحدد البلديات معايير التنفيذ بدقة، وتشعر العاملين بأهمية التنفيذ، وتقوم بتطوير وسائل تساعد الموظفين في انجاز أعمالهم من اجل الحصول على الفعالية في التنفيذ.

كما تبين أيضا بأن درجة التحديات التي تواجه ربط الخطط الاستراتيجية بمرحلة التنفيذ والتي تتعلق بالهيكل التنظيمي للبلدية متوسطة وللثقافة التنظيمية منخفضة حسب مقياس ليكرت الخماسي. حيث تتوفر قنوات اتصال فعّالة بين الإدارة العليا والمستويات الإدارية المختلفة عند تطبيق الخطة الاستراتيجية.

أما درجة التحديات التي تواجه ربط الخطط الاستراتيجية بمرحلة التنفيذ والتي تتعلق بموارد البلدية فكانت متوسطة حسب مقياس ليكرت الخماسي، حيث تُعد البلديات مقترحات مشاريع بهدف الحصول على تمويل لمشاريعها، فتغطي جزءاً بسيطا منها في حال عدم وجود ممولاً خارجياً، فتبني الخطط الاستراتيجية  بناءا على حجم التمويل من قبل الجهات الداعمة ويحدد لها موازنات تقديرية خاصة بجميع أوجه أنشطتها.

وخرجت الباحثة بمجموعة من التوصيات أهمها: توعية البلديات بأهمية تنفيذ الخطط الاستراتيجية، والتوعية بضرورة وجود هياكل تنظيمية حديثة، كذلك زيادة الاهتمام بالموارد البشرية وخفيض مستوى المركزية الخاصة باتخاذ القرارات، وعليه أرفقت الباحثة ملحق لحقيبة تدريبية تتعلق بكيفية تصميم الهياكل التنظيمية من اجل مواجهة التحديات التي تواجه ربط  الخطط الاستراتيجية بمرحلة التنفيذ في بلديات محافظة الخليل

ABSTRACT

The study aimed to identify the most important challenges that facing the linking of strategic planning to the implementation phase in the municipalities of Hebron district, which are related to their internal environment through identifying the reality of the strategic planning in the municipalities of  Hebron district, and the challenges related to the internal environment in terms of organizational culture, structure, and municipality resources.

In this study we used the descriptive exploratory research style, we also used the comprehensive survey method for all study samples which are (90) subjects who are heads of departments in the municipalities of Hebron district. Moreover, we used questionnaires and interviews to collect data from primary sources. (90) questionnaires were distributed to all of our target  population, as well as (23) unstructured interviews and (16) structured interviews were conducted with the heads of municipal departments targeted in our study, therefore, we used the statistical software (SPSS) to analyze our collected data.

The Results showed that the degree of reality of strategic planning in the municipalities of Hebron district elevated according to Likert scale, where the strategic planning is represented by the participation of the local community in the preparation of the strategic plan which is based on a clear specific vision, most of the staff are involved in its development, each according to his work.

The degree of implementation of the strategic planning in the municipalities of Hebron district was elevated based on Likert scale. Where there is an involvement of the various levels interested to determine the resources needs required to implement the strategic plan. The study also shows that the degree of challenges facing the linking of the strategic plans to the implementation phase which is related to the organizational culture of the municipalities in Hebron district is low based on Likert scale, as the municipalities accurately specify the implementation standards, and the importance of implementation, and develop methods to help employees to complete their work in order to get effective implementation.

The study also shows that the degree of challenges facing the linking of the strategic plans to the implementation phase is moderate for that is related to the organizational structure of the municipality, and low for that is related to the organizational culture based on Likert scale. There is an effective communication between the senior administration and the other various administrative levels for the implementing the Strategic Plan.

The degree of challenges facing the linking of the strategic plans to the implementation phase which is related to the municipality resources was moderate based on Likert scale. The municipalities prepare project proposals in order to obtain financing for their projects, they financially cover part of the fund if there is no external sponsor, so the municipalities put their strategic plans based on the amount of funding from the supporters and set and estimated budget.

We recommend to increase the awareness of the municipalities for the importance of implementing strategic plans, and awareness of the need for a modern organizational structures, as well as increased attention to human resources and the reduction of the central own decision-making level, however, we attach a training program about how organizational structures is designed to meet the challenges facing the linking of the strategic plans to the implementation phase in the municipalities of Hebron district.
