تقديم :

إن تطور حياة الشعوب وتعدد ثقافاتها؛ وتعدد فلسفات التربية وتطورها وفقاً لمتغيرات بيئة المجتمع السياسية والاقتصادية والاجتماعية والثقافية والبيئية، فضلاً عن اختلاف تلك المتغيرات من مجتمع إلى آخر؛ وأصبحت فلسفة التربية والتعليم أداة فعالة في التنشئة الاجتماعية ومترجمة لفلسفة المجتمع ومحققة لأهدافه في التنمية الشاملة، وبالتالي ظهرت الحاجة إلى وجود رؤى شاملة للتعليم ومستمرة مدى الحياة، وتقوم على الحقوق،تستند عليها سياسات وبرامج اصلاح التعليم الرامية إلى دعم الأداء الناجح في مؤسسات التعليم والعمل وفي الحياة إجمالاً، ولهذا يتطلب وجود أنظمة للتربية والتعليم قادرة على تنمية طيف واسع من المهارات والقيم وتطويرها لدى أفراد المجتمع.

ومن اللافت في الأمر؛ أن هناك فجوة بين التطور التكنولوجي المتسارع الذي يشهده العالم، وانعكاساته على أنظمة التعليم وعملياتها، وبين نواتج التعلم في الدول العربية ومنها اليمن،وعدم قدرة أنظمة التعليم على التحول من التعليم إلى تعلم. إذ مازال أنماط التعليم الصفي التقليدي وأساليب التعلم وإجراءات الامتحان، فضلاً عن هشاشة بيئات التعلم وتوظيفها في خدمة معتقدات متطرفة هدامة لقيم وتعاليم الدين الإسلامي السمح، وتعيق وجود تعليم يتوافق مع حقائق الواقع المعاصر، تمكن الطلبة من النجاح في الدراسة وفي المقدرة على العمل وتتصف دوافعهم وسلوكياتهم بالإيجابية نحو بناء المجتمع المتماسك والقوي.

ومن دواعي كتابتي لصفحات هذا الكتاب؛ ايمان راسخ بأن الله عز وجل خلق الإنسان في أحسن تقويم، إلا أن العوامل المؤثرة على التفكير الإنساني هي من تصنع الفوارق بين الشعوب، وأن أنظمة التعليم هي مرتكز أساس في بناء المجتمعات، وأن التفاوت في التطور الاقتصادي وتكنولوجيا المعلومات والاتصال بين الدول المتقدمة والنامية؛ يكون سببه أنظمة تعليم متطورة، تمتلك رؤية علمية تحويلية لتعليم معاصر، وقادرة على الانتقال من التعليم إلى التعلم، فضلاً عن أمل كان يراودني، بدء مع بداية مسيرتي المهنية التي بدأت عام 1995م، عندما كنت معلماً لمادة الرياضيات لطلبة المرحلة الثانوية، ثم تدرجت في أعمالي المهنية؛ الإدارة المدرسية، فالإدارة التعليمية؛ والتي امتزجت بالعمل الطوعي المجتمعي والإنساني، إذ لاحظت؛ أن المناهج الدراسية يشوبها نقص المهارات التطبيقية التي غلب عليها الجانب النظري، فضلاً عن ضعف الأنشطة التطبيقية وغيابها في معظم الأحيان، ويرافق ذلك تدني المهارات المهنية لدى المعلمين والإدارات المدرسية والتعليمية، وعلى الرغم من بروز محاولات لإصلاح التعليم في اليمن، إلا أن الفجوة كبيرة بين الواقع والمأمول، فضلاً عن تكبد البلاد لأزمات مركبة ومتلاحقة، مما زاد من حالة عدم التأكد لمختلف سياساتها وخططها التنموية، وسيادة حالة عدم الاستقرار على المدى المتوسط والطويل، كل ذلك جعل من مخرجات التعليم؛ موارد بشرية تحمل مؤهلات وشهادات ولا تمتلك المهارة والقدرة على مواكبة احتياجات سوق العمل، وغير قادرة على المنافسة في التوظف، أو أن تكون مدركة للمخاطر التي تواجهها وتواجه المجتمع إجمالاً.

كما أن لمسيرتي التعليمية المدرسية والجامعية والأكاديمية (الماجستير والدكتوراه)؛ إسهاما في توليد تلك الرغبة والقناعة بأهمية أن يمتلك النظام التعليمي في اليمن رؤية تحويلية لجميع السياقات التعليمية، وتسير وفق منهجية تتجه نحو الانتقال من التعليم إلى التعلم،وأن تمتلك كل مؤسسة تعليمية وتربوية خطط طويلة الأجل؛ لتنمية مهارات الحياة والمواطنة لما لذلك من تأثير إيجابي كبير في تحسين جودة مخرجاتها، وعلى وجه التحديد المؤسسة التعليمية الجامعية باعتبارها الرافد الرئيس للمجتمع أفراد صالحين قادرين على حماية من المخاطر المحدقة به، وعلى تحقيق أهدافه التنموية، ولسوق العمل بالعمالة الماهرة والواعية لمتغيرات عصر تكنولوجيا المعلومات والاتصال، آخذت في اعتبارها الأول أن عصر المعرفة يعتمد في تصنيف الدول ومستوى تقدم المجتمعات على ما تمتلكه من رأس مال معرفي، وانعكاس ذلك ايجاباً على كفاءة ومهارة مواردها البشرية المؤهلة.

ويتناول هذا الكتاب في طياته خلاصة جهد متواصل من البحث والتدقيق ما يفيد في إبراز رؤية تحويلية لتعليم معاصر وفق متطلبات القرن الحادي والعشرين، حيث قسم الكتاب إلى ثلاثة أبواب، الأول: ويتكون من فصلين؛ يمثلان مدخل فلسفي وفكري لمهارات الحياة والمواطنة، والباب الثاني: يتكون من خمسة فصول تبرز عملية التعليم لمهارات الحياة والمواطنة بشكل مفصل وأكثر ايضاحاً وفقاً لأبعاد التعلم الأربعة، ثم الباب الثالث: ويتضمن الآليات والإجراءات المنهجية وأدوات القياس لتعلم مهارات الحياة وتقييمها. والله ولي الهداية والتوفيق””

Abstract

The evolution of peoples’ lives and the multiplicity of their cultures; The multiplicity of education philosophies and their development according to the society’s political, economic, social, cultural and environmental variables, as well as the difference of those variables from one society to another; The philosophy of education has become an effective tool in socialization, an interpreter of society’s philosophy, and an achievement of its goals in comprehensive development. Thus, the need for comprehensive and lifelong visions of education, based on rights, has emerged on which education reform policies and programs are based, aimed at supporting successful performance in educational and work institutions and in Life in general, and for this reason requires the existence of education systems capable of developing and developing a wide range of skills and values among members of society.

It is remarkable in the matter; There is a gap between the rapid technological development that the world is witnessing, and its repercussions on education systems and processes, and learning outcomes in Arab countries, including Yemen, and the inability of education systems to transform from teaching to learning. The traditional classroom teaching patterns, learning methods and exam procedures, as well as the fragility of learning environments and their employment in the service of extremist beliefs that are destructive of the values and teachings of the tolerant Islamic religion, and hinder the existence of education compatible with the realities of contemporary reality, still enable students to succeed in study and in their ability to work and characterize their motives and behaviors. Positive towards building a cohesive and strong society.

One of my reasons for writing the pages of this book is; A firm belief that God Almighty created man in the best form, but the factors influencing human thinking are the ones that make the differences between peoples, and that education systems are a fundamental pillar in building societies, and that the disparity in economic development and information and communication technology between developed and developing countries; It is caused by advanced education systems that have a transformative scientific vision for contemporary education, and are able to move from teaching to learning, in addition to a hope that I had, beginning with the beginning of my professional career that began in 1995 AD, when I was a teacher of mathematics for high school students, then I graduated in my work professional; School administration, the educational administration; Which mixed with community and humanitarian voluntary work, as she noticed; The school curricula are marred by a lack of practical skills that are dominated by the theoretical side, in addition to the weakness and absence of applied activities in most cases, and this is accompanied by low professional skills among teachers and school and educational administrations, and despite the emergence of attempts to reform education in Yemen, the gap between reality is large. It is hoped, in addition to the country’s incurring complex and successive crises, which increased the state of uncertainty in its various policies and development plans, and the prevalence of instability in the medium and long term, all of which made education outcomes; Human resources who hold qualifications and certificates and do not have the skills and ability to keep pace with the needs of the labor market, and are unable to compete in employment, or to be aware of the risks they face and face society in general.

Also, for my school, university and academic career (Masters and PhD); Contributing to generating that desire and conviction of the importance of the educational system in Yemen possessing a transformative vision for all educational contexts, and proceeding according to a methodology that moves towards the transition from education to learning, and that every educational institution has long-term plans; To develop life and citizenship skills because of its significant positive impact on improving the quality of its outputs, and specifically the university educational institution as the main tributary of society, good individuals who are able to protect it from the risks facing it, and to achieve its development goals, and for the labor market with skilled labor and awareness of the variables of the era of information and communication technology It took into account the first that the age of knowledge depends on the classification of countries and the level of progress of societies on the knowledge capital they possess, and this reflects positively on the competence and skill of their qualified human resources.

This book deals with the summary of a continuous effort of research and scrutiny that is useful in highlighting a transformative vision for contemporary education in accordance with the requirements of the twenty-first century. The book is divided into three chapters. The first: consists of two chapters; They represent a philosophical and intellectual introduction to life skills and citizenship. The second chapter: consists of five chapters that highlight the education process for life and citizenship skills in a more detailed and clear manner according to the four dimensions of learning. Then the third chapter: It includes mechanisms, methodological procedures and measurement tools for learning and evaluating life skills.
