ملخص :

مما لاشك فيه أن مشكل البيئة الحضرية، وضرورة الحفاظ عليها من القضايا الشائكة التي باتت تؤرق شعوب الدول مع بداية القرن الواحد والعشرين. وقد ترجمت هذه الشعوب وعيها هذا إلى ممارسة فعلية نتج عنها ظهور منظمات وأحزاب، باتت تمارس على حكومات دولها ضغوطا كبيرة قصد اتخاذ الإجراءات الكفيلة بحماية بيئتها، وبالتالي حماية إنسانها وضمان استمراريته وسلامته. ومن المعلوم كذلك أن الوعي البيئي، والإحساس بتأهيل المجال، لا يزال في بداياته المتعثرة بدول الجنوب التي من ضمنها المغرب. وهي وضعية ترتبط بأوضاع هذه البلدان ومشاكلها السياسية والاقتصادية والثقافية.

فمدينة تادلة تعرف توسعا حضريا مهما، في ظل سياسات تعميرية غير متكاملة، وظروف اقتصادية ليست بالمهمة، مما ينعكس سلبا على مستوى التنمية بها، ويؤدي إلى مشاكل في مختلف عناصر البيئة الحضرية، الأمر الذي يستوجب التدخل بنهج أساليب تهيئة تنموية مستدامة، تراعي كل مكونات البيئة الحضرية، لتفادي تراكم الاختلالات الناجمة عن التنمية القطاعية، وتمكنها من خوض التنافسية الجهوية.

تتمحور إشكالية هذا العمل حول موضوع التنمية المستدامة في علاقتها بالبيئة وخاصة البيئة الحضرية بمدينة تادلة، أو بعبارة أخرى كيف يمكن أن تصبح مدينة تادلة مدينة مستدامة، تأخذ بعين الاعتبار في تطورها ونموها كل مكوناتها من بيئة، ومجتمع، واقتصاد، وهي مكونات تمثل الأسس الرئيسية للتنمية المستدامة.

تتجلى أهمية هذا البحث في إغناء الأرشيف العلمي لمجال الدراسة الذي يعرف ندرة في الأبحاث الأكاديمية المؤسسة على منهج علمي يمكن اعتماده في التخطيط الحضري، ويسمح بدراسة شمولية تفاعلية قابلة للتنفيذ. كما يكتسي هذا الموضوع أهمية خاصة تقوم على وجود توافق بين موضوعه وخصوصيات المجال، وميولاتنا العلمية بحيث:

* تعتبر مدينة تادلة من المدن المغربية القديمة، لكنها ظلت لمدة تنمو خارج القوانين والوثائق المنظمة للتعمير، الأمر الذي فتح المجال أمام مجموعة من الاختلالات التي غدت اليوم تشكل تراكما سلبيا.

* توفر المجال على معطيات بيئية هامة، تستوجب أخذها بشكل بنيوي في عمليات التهيئة والتخطيط للتنمية.

نهتم في إطار هذا الموضوع بدراسة البيئية الحضرية في علاقة مع سياسة التهيئة المجالية، وذلك من أجل الوصول إلى الأهداف العلمية والعملية التالية :

– وضع الأصبع على الآثار السلبية للسياسات التعميرية على التنمية المحلية بشكل عام، وعلى البيئة بشكل خاص.

– الوصول إلى مقترحات منهجية إجرائية لتجاوز هذه الاختلالات المعيقة للتنمية.

– التأكيد على اعتبار البيئة عنصرا أساسيا في التنمية الحضرية، مع ضرورة تأهيل المشهد الحضري وخلق هوية بيئية محلية خاصة، توافق الخصوصيات الذاتية للمدينة.

وقد تم معالجة هذه الإشكالية وفق مقاربة نسقية تأخذ بعين الاعتبار كل الحيثيات المتحكمة في البيئة الحضرية للمدينة وتوسعها وتنميتها وتأهيلها، وذلك من خلال مجموعة من المحاور الرئيسية المتمثلة في الوقوف عبر مقاربة تاريخية لتطور العام للمدينة عبر تشخيص استراتيجي منظومي، ومرورا عبر أهم إشكالية تواجه تنفيذ توجهات أدوات وآليات التعمير والمرتبطة بتجويد العقار لخدمة التنمية، ووصولا إلى دور هذه الوثائق والهياكل المشرفة على التعمير في التحفيز على الاستثمار وتجاوز مكامن الضعف في الأدوات السابقة من خلال إعادة النظر في طريقة إنجازها وقلة تطبيق تصوراتها.

Abstract

There is no doubt that the problem of the environment urban and the need to preserve it is one of the thorny issues that have begun to worry the peoples of countries at the beginning of the twenty-first century. These peoples have translated this awareness into actual practice, resulting in the emergence of organizations and parties, which are now exerting great pressure on the governments of their countries in order to take measures to protect their environment, and thus protect their people and ensure their continuity and safety. It is also known that environmental awareness, and the sense of rehabilitation of the field, is still in its faltering beginnings in the countries of the South, including Morocco. It is a situation linked to the conditions of these countries and And its problems political and economic and cultural.

The city of Tadla is experiencing significant urban expansion, in light of incomplete urbanization policies and unimportant economic conditions, which has a negative impact on its level of development, and leads to problems in various elements of the environment urban, which requires intervention with development sustainable preparation methods that take into account all components of the environment Urban areas, to avoid the accumulation of imbalances resulting from development sectoral, and to enable them to engage in competitiveness regional.

The problem of this work revolves around the topic of development sustainable in its relationship to the environment, especially the environment urban in the city of Tadla, or in other words, how can the city of Tadla become a city sustainable, taking into account in its development and growth all its components of the environment, society, and economy, which are components that represent the main foundations of Sustainable development.

The importance of this research is evident in enriching the scientific archive of the field of study, which knows a scarcity of academic research based on a scientific approach that can be adopted in planning urban, and allows for a comprehensive, interactive study that can be implemented. This topic is also of special importance based on the existence of compatibility between its subject and the specificities of the field and our scientific inclinations, such that:

* The city of Tadla is considered one of the cities Moroccan ancient, but it remained for a period of time growing outside the laws and documents regulating urbanization, which opened the way for a group of imbalances that today constitute a accumulation negative.

* The field provides important environmental data, which requires taking it structurally in the preparation and planning processes for development.

Within the framework of this topic, we are interested in studying the environment urban in relation to the spatial development policy, in order to reach the following scientific and practical goals:

– Pointing the finger at the negative effects of reconstruction policies on development local in general, and on the environment in particular.

– Reaching procedural methodological proposals to overcome these imbalances that hinder development.

– Emphasizing the consideration of the environment as an essential element in development urban, with the necessity of rehabilitating the landscape urban and creating a special environmental local identity that matches the personal characteristics city’s.

This problem has been addressed according to a systematic approach that takes into account all aspects controlling the environment urban city’s, its expansion, development and rehabilitation, through a set of main axes represented by examining a historical approach to the general development of the city, crossing a strategic and systemic diagnosis, and passing through the most important problem facing the implementation of the directions of the city Reconstruction tools and mechanisms related to improving real estate to serve development, leading to the role of these documents and structures supervising reconstruction in stimulating investment and overcoming the weaknesses of previous tools by reconsidering the method of achieving them and the lack of application of their concepts.
