يروم هذا الكتاب تشخيص الوضع الديموغرافي والسوسيومهني ومورفلوجيا السكن وخصائه العامة بالجماعتين الضاحويتين “بوفكران” و “ويسلان” وتفسير وضعية التنمية الترابيةبهما. ولتحقيق ذلك تم تحديد الإشكالية في السؤال التالي: إلى أي حد تشهد جماعتي “بوفكران” و “ويسلان” بضاحية مكناس تنمية ترابية في ظلما تشهدهما من دينامية ديموغرافية ومجالية وسويو مهنية.تمت صياغة فرضيات البحث على النحو التالي:يحتمل أن يكون النمو الديموغرافي السريع والتوسع الحضري لمدينة مكناس وراء تشكل الجماعات الضاحوية بظهير مكناس، ومن المرجح أن الموقع الطرقي للجماعتين (الطرق الوطنية) وتواجد بعض الوحدات الصناعية والإنتاجية من أهم العوامل المساعدةفيما تشهده الجماعتين من دينامية غير مسبوقة، كما أن الأنشطة الاقتصادية والخدمات الأساسية والبنيات التحتية من المنتظر أنتكون ضمن التنمية الترابية التي تشهدهماالجماعتين، إضافة إلى أنه يمكن اعتبار المجاري المائية والأراضي الصالحة للزراعة والفراغ القانوني في مجال التعمير،وسوء التدبير والتخطيط عوائق كبيرة أمام تنميةبوفكرانوويسلان. ومن أجل معالجة إشكالية الدراسة وتحقيق هدفيها تم اعتماد المنهجين التاريخي والنسقي المقارن. فيما يخص أداة الدراسة تم توظيف الاستمارة. أما بخصوص عينة الدراسة فقد تم تحديد حجمها في 100 مسكن بكل من بوفكرانوويسلان (بمجموع 200 مسكن) موزعة على الأحياء السكنية، وتم سحبها من خلال اعتماد السحب العشوائي.وقد خلص البحث إلى أن التمدين السريع الذي شهدته مدينة مكناس نتيجة الهجرة القروية وارتفاع نسبة التكاثر الطبيعي قد ساهم في اتساع رقعة المجال المبني للمدينة في اتجاه الهوامش الحضرية والشبه حضرية.كما خلص إلى أن الجماعتين تشهدان دينامية ديموغرافية وسوسيو مهنية ومجالية قوية، رغم أن ذلك يحدث في غياب الحكامة الجيدة على مستوى التسيير والتدبير المحليين للجماعتين،الأمر الذي ساهم فيحدوث عدة اختلالات على مستوى الاستثمار في التجهيزات والبنيات التحتية وغيرها.وقد أوصت الدراسة في الأخير ب: إعادة النظر في استقلالية مركزبوفكران عن مدينة مكناس، تفعيل دور اللجن المختلطة المشكلة على مستوى المجلسين البلديين وربط المسؤولية بالمحاسبة، إقرار مبادئ اللامركزية والرقي بويسلان إلى مدينة جديدة مستقلة ماليا وإداريا عن مدينة مكناس، اعتماد المقاربة التشاركية ومبادئ الحكامة الجيدة على مستوى التخطيط والتدبير، إضافة إلى تقاسم الأدوار بين المؤسسات الحكومية وجمعيات المجتمع المدني في مواصلة التنمية الترابية التي تعرفهما الجماعتين الضاحويتين.

Abstract

This book seeks to diagnose the demographic and socio-professional situation, housingmorphology and generalcharacteristics of the communities “Boufakran” and “Weslan” and to explain the status of theirdirtdevelopment. To that end, the problemwasidentified in the followingquestion: to whatextent are the POVCRAN and Weslancommunities of Meknesneighbourhoodexperiencing territorial developmentundertheirdemographic, sphere and Soyo-professionaldynamics.heresearchhypothesesweredrafted as follows: the rapiddemographicgrowth and urbanization of Meknes City are likely to bebehind the formation of Dahir Meknes’ suburban groups, and the road site of the two groups islikely to be (National roads) The presence of someindustrial and productive unitsis one of the most important factors in the unprecedenteddynamism of the two groups and economicactivities, basic services and infrastructure are expected to be part of the communities’ dirtdevelopment, In addition, watercourses, arable land, a legal vacuum in the area of reconstruction, poorgovernance and planning can beseen as significantimpediments to the development of Boufakran and Weslan. In order to address the problems of the study and achieveits objectives, the comparative historical and coordinatingmethodologies have been adopted.With regard to the studytool, the form has been recruited.As for the sample of the study, its size wasdeterminedin 100 dwellingseach in Boufakran and Weslan (with a total of 200 dwellings) spread over the residentialneighbourhoods and withdrawnthrough the adoption of randomclouds. The researchconcludedthat the rapidurbanization of Meknes as a result of village migration and the high rate of natural reproduction hadcontributed to the expansion of the city’sbuilt area towardsurban and semi-urbanmargins. It alsoconcludedthat the two groups werewitnessing a strongdemographic and socio-professionaldynamic, althoughthisoccurred in the absence of good governance at the local level of management and management of the two groups, whichcontributed to severalimbalances in the level of investment in equipment, infrastructure and others.The studyfinallyrecommended a review of the independence of the BOVCRAN Centre from the city of Meknes to activate the role of the mixed committeeformed at the level of the municipal councils and to linkresponsibility to accountability; Adoption of the principles of decentralization and promotion of Boislan to a new city financially and administrativelyindependent of Meknesapproach “, adoptingparticipatoryapproaches and good governanceprinciples at the planning and management level, In addition to sharing rolesbetweengovernment institutions and civil society associations in the continuation of the territorial developmentdefined by the twocommunities.
