تقديم:

يمتاز قطاع غزة ببيئة ساحلية بحرية مميزة يمكن البناء عليها في إنشاء منظومة وطنية للاقتصاد الأزرق بما يساهم في استقرار الحياة البحرية، هدفت الدراسة إلى دراسة ،وتحليل المعايير المؤدية لإنشاء مجمع اقتصادي بحري مستدام بغية الوصول الى رؤية تنموية معاصرة للاقتصاد الأزرق تتناسب مع احتياجات قطاع غزة، والمساهمة في تطوير قطاع الاستزراع السمكي والصيد، استخدمت الدراسة المنهج الوصفي لوصف كافة متغيرات ظاهرة الدراسة والتحليلي لتحليل المعايير والحالات الدراسية والتقارير المحلية والدولية وتحليل الفيديوهات المتعلقة بالإدارة الأمثل للثروة السمكية.

توصلت الدراسة إلى أنه يمكن العمل على بناء منظومة اقتصادية بحرية متكاملة الخدمات والأركان من خلال تنوع عناصر الاقتصاد الأزرق؛ وذلك وفق ما يتناسب مع بيئة قطاع غزة غير المستقرة، وأن هذا المشروع يساهم في سد العجز المتواجد في الأسماك الذي بلغ أكثر من 3 آلاف طن سنويًا في عام 2018م، وينعكس إنشاء المصنع على تشغيل الأيدي العاملة في قطاع غزة مما يساهم في حلول مستدامة لمشكلة البطالة، وتعتبر منطقة ميناء خانيونس أفضل المناطق لتنفيذ مشروع مجمع اقتصادي بحري مستدامة وذلك لسهولة التمدد في الاتجاه البحري وفق التنسيقات مع الجانب الإسرائيلي ومساحة الصيد والاتجاه البري لوفرة الأراضي.

أوصت الدراسة بضرورة اتباع منهجية مستدامة لتنمية ،وتطوير قطاع الصيد البحري، وأن يتم العمل في أجندة السياسات الوطنية القادمة استراتيجية تدعم تنمية وتطوير منظومة الاقتصاد الأزرق بما يحقق التكامل بين كافة المشاريع التنموية، والعمل على تمكين الصيادون من خلال فتح آفاق جديدة لهم في الاستزراع السمكي ، يساهم في التنمية ،واستدامة البيئة البحرية لكافة الأسماك التي يمكن استزراعها في البيئة البحرية، وحماية الثروة السمكية من الصيد الجائر، واستخدام الوسائل الوقائية لحماية الشاطئ من انجراف التربة من خلال نقلها بواسطة البواخر التي بها مراوح، إعادة تطوير الواجهة البحرية لقطاع غزة بما يحقق حماية الهوية الثقافية الساحلية الفلسطينية، وبناء آليات حكومية مشجعة للاستثمار في قطاع الاقتصاد الأزرق.

Abstract

The Gaza Strip is featured by a distinctive coastal marine environment that can be built upon in the establishment of a national system for the blue economy, which contributes to the stability of marine life. The study aimed to study and analyze criteria which leading to the establishment of a sustainable maritime economic complex in order to reach a contemporary development vision for the blue economy commensurate with the needs of the Gaza Strip In order to contribute to the development of the fish farming and fishing sector, the study used a descriptive approach to describe all the variables of the study and analytical phenomenon, to analyze standards and case studies, local and international reports, and analyze videos that  related to the optimal management of fish wealth.

The study reached to that it is possible to work on building a marine economic system with integrated services and staff through the diversity of the elements of the blue economy. This is in accordance with the unstable environment of the Gaza Strip, and that this project contributes to filling the deficit in fish, which reached more than 3 thousand tons annually in 2018, and the establishment of the factory is reflected in the employment of labor in the Gaza Strip, which contributes to sustainable solutions to the problem of unemployment The Khan Yunis port area is considered the best area for implementing a sustainable maritime economic complex project, due to the ease of expansion in the maritime direction according to the coordination with the Israeli side, the fishing area and the land direction of the abundance of lands.

The study recommended  that the necessity of following a sustainable methodology for the development and development of the marine fishing sector, and try to make agenda of the next national policies, a strategy that supports the development and development of the blue economy system in order to achieve integration between all development projects, and work to empower fishermen by opening new horizons for them in fish farming, It contributes to the development and sustainability of the marine environment for all fish that can be cultured in the marine environment, and the protection of fish wealth from overfishing, and the use of preventive measures to protect the beach from soil erosion by transporting it by ships with propellers, redeveloping the waterfront of the Gaza Strip to achieve identity protection Palestinian coastal culture, and building government mechanisms to encourage investment in the blue economy sector.
